Responsible for the coordination of the $38.75 million regional Communicable Diseases Control (CDC) project, and implementation of the $4.3 million regional activities.
Duties included the coordination in the Asia-Pacific region of WHO technical assistance to countries for the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) projects. At time of tenure, the GFATM supported 42 projects in 17 countries in the region, totalizing US$740 millions.
Led two separate missions: In the first one, investigated child international adoption in Cambodia, and a second one conducted an evaluation of a well-known organization of Cambodian lawyers providing legal aid to the poor.
Responsible -- together with my Lao counterpart -- of the direction of the 5.8-million Euro Project. Duties included administration, personnel and financial management, the general direction of the operation, and all international procurement (through international bidding processes). The programme was covering 7 provinces, 39 districts, and 2,244 villages.
Medicam is the membership organization for NGOs active in the health sector in Cambodia. In 2000, it comprised ninety-nine member organizations (both international and local).

Responsible of investigating and monitoring all reported Human Rights violations in a war-torn and politically-tensed province.
Duties included monitoring of the judiciary as a whole (court, police force, prisons, etc), investigating politically-motivated assassinations, tortures, illegal arrests and detentions, inspecting the prisons, spot visits at the police stations and court. etc.
Responsible for the establishing of a structured Khmer Displaced Persons' Protection system.
Duties included analyzing the inner-camps violence, organizing an overall response that involved justice committees, police force, military, social workers, etc.
It also included prevention measures, and human rights dissemination activities – in Site B ("Sihanoukists") and O'trao ("Khmer Rouges") camps.
Officer responsible for the UN of the supervision of a large range of projects, contracted to NGOs, and of their respective budgets (a-6 million US$-portfolio for 13 NGOs with 23 projects, ranging from hospitals, prosthesis workshops, sanitation, to vocational training centers.
The projects, spread over six camps on the Thai-Cambodian border, were for the benefit of approx. 300,000 Khmer Displaced Persons, plus Affected Thai Villagers).
In addition to Camp Officer's duties, officer in charge (in alternance with other UN security officers) of the UN Security of the largest camp (Site 2) with a population of approx. 170,000 displaced persons, and several hundreds expatriate volunteers.
Officer responsible of the day-to-day coordination of four Displaced Persons encampments (60,000).
Duties included logistical management, distribution of supplies, housing and public buildings construction, health & sanitation, and coordination with all the various relevant authorities (military, civilian, humanitarian).
Expatriate responsible of a workshop producing low-cost prostheses using appropriate technology.
Duties included budgeting, administrating, and coordinating, in addition to the supervision and technical training of the local workers (training provided in their own language, Thai and Khmer).
Responsible of the launching of a sponsorship programme for young handicapped children (mostly war-related amputees) throughout Thailand and in refugee camps (Myanmar, Lao, Vietnamese and Khmer).
The program nowadays counts over 50,000 supporters (godfathers).
