Mr. Capehart began practicing law in 1978 following his graduation from WVU. Several years after starting a solo practice, he took a position as an assistant prosecuting attorney for Marshall County. He later joined the State Tax Department’s Office of Hearings and Appeals as a chief administrative law judge in 1985, although he left the position to continue his legal education four years later. After two years of study at Georgetown University, he obtained a masters of law in taxation and went on to serve in various positions for government entities that include the West Virginia House of Delegates and the Commission on Fair Taxation. West Virginia Governor Cecil H. Underwood appointed him as the Secretary of Tax and Revenue for the State of West Virginia in 1997.
