Floodplain Approvals Officer

  • Deliver against statutory requirement for permits, referrals and advice associated with waterway and floodplain management, as set out under the Water Act 1989 and Planning and Environment Act 1987.

    Provide expert advice/project management to assist in the implementation of the Mallee Floodplain Management Strategy with key partner agencies and to the Incident Controller (IC) within an Incident Control Centre (ICC) for flood events within the Mallee CMA region.

    Monitor weather forecasts, Murray River water levels and flows using available technology, networks, and site visits; including monitoring of NSW tributaries that contribute to the Murray River. Determine the situational behaviour of the River Murray System and advise on the impacts of river conditions and weir operations on waterways and floodplains within the Mallee and Mallee CMA operations.

    Provide cultural heritage assessment reports, including clear recommendations from the Heritage Advisor and Traditional Owners (where possible) for the protection of Aboriginal Heritage and to inform project delivery.

    The role contributes to achieving Mallee Catchment Management Authority Business to strengthen capacity to operate as a corporately and socially responsible organisation and to protect and enhance the region’s natural, cultural and productive values.

VMFRP Traditional Owner Project Officer

  • Position Purpose:
    Support the Traditional Owner and Engagement team to build and maintain meaningful relationships with Registered Aboriginal Parties (RAP) and non-RAP Traditional Owners groups within the project area to assist in the decision-making processes regarding the Central and West sites of the Victorian Murray Floodplain Restoration Project (VMFRP).

    Responsibilities:
    Assist with development, management and implementation of the project Traditional Owner engagement Plan, including support of the agency working group.

    Assist with consultation and coordination with cultural heritage key stakeholders – Aboriginal Victoria, Parks Victoria Managing Country Together Team, Registered Aboriginal Parties, Traditional Owner Groups, DELWP & R8 (External Consultancy).

    Assist with consultation with key Cultural Heritage stakeholders (including agencies and Traditional Owners) to define the scope expectations in the Cultural Heritage Management Plan (CHMP) (how these will be developed, who will be involved, and how these will be integrated into the CHMP) – i.e. Predictive mapping, inundation impact assessments, stakeholder review points, intangibles, appropriate management measures for future operation. Delivery of the CHMP development to ensure that these agreed expectations are met.

    Assist with consultation with Traditional Owners to understand landscape and water aspirations in these floodplains; and coordinate the inclusion of this information into the CHMP as appropriate.

    Assist with consultation and inclusion of Traditional Owners in the development of long-term environmental watering plans for these floodplains, as appropriate (Operating Plans / Environmental Water Management Plans).

    Undertake engagement activities with Traditional Owners including face-to-face (or virtual) meetings, community events, phone calls.

Environmental Planning and Approvals Officer (West, Central)

  • Position Purpose:
    Manage and deliver statutory environmental approval documentation for the Western and Central project areas to provide information on the Victorian Murray Floodplain Restoration Project (VMFRP), previously known as Sustainable Diversion Limits Project, concept design stage through to construction.

    Responsibilities:
    The position is responsible for engagement and negotiation with approval agencies including ongoing engagement with Parks Victoria, MDBA, DELWP, Muncipal Councils, and Water Authorities during fieldwork phases. The position will undertake the preparation of permit applications and the necessary documentation to comply with licensing and extraction requirements, writing of summary documentation, correspondence and articulation of project objectives in approvals documentation, including the coordination and review of deliverables produced by consultants.

    Additional Responsibilities:
    • Traditional Owner and Stakeholder engagement related to Cultural Heritage Management Plan (CHMP).

    Establish effective working relationships with funding agencies, project partners and stakeholders, consultants from a range of organisations and disciplines, and the Mallee CMA project teams. Provide expertise and support in the resolution of engineering and technical problems arising during planning, design, construction, and operation of environmental infrastructure.

    Key Responsibilities:

    Manage projects associated with natural resource and floodplain management in the Mallee in accordance with the Mallee Regional Catchment Strategy (2013-2019), Mallee Waterway Strategy (2014-2022), and the Victorian Mallee Region Land and Water Management plan.

    Deliver technical and project management support to the Coordinator The Living Murray (TLM) and Mallee Catchment Management Authority (CMA) management on The Living Murray, Sustainable Development Limits, and other floodplain management projects.

    Support the Mallee CMA in undertaking periodic reviews of land and water management actions in accordance with operational protocols and in meeting regional monitoring and reporting obligations under State and Federal Government policy.

    Primary Project Summary

    Management of 7 Sustainable Diversion Limit (SDL) Adjustment Projects (2013-2024) for floodplain management creating a water sharing balance between agricultural consumption and environmental watering from Murray River.

    Projects located within National Parks, which contain protected flora & fauna species, archaeological remnants, and cultural heritage. One of the SDL sites is listed as a RAMSAR site; Hattah-Kulkyne Lakes.

    The concept is to utilise water regulating structures and operating regimes to inundate the floodplain over a range of design levels AHD to mimic natural floods during ample river flows, manual watering systems during medium & low flows, and water transfer between floodplains using regulators, and gravity flow channels for optimum ecological outcomes.

    Development of these concepts and final designs necessitates unique coordination between engineering designs, environmental management, ecology, cultural/historical heritage protection, irrigation needs, climatic variations, regulations, sponsor/partner/stakeholder requirements, and assorted resources.
