Before joining the New York City Police Department (NYPD) in 1980, Phil Pulaski earned a bachelor of science degree in chemical engineering and a master of science degree in environmental engineering from Manhattan College in Bronx, NY. After graduating, Mr. Pulaski went to work as an engineer with the newly formed US Environmental Protection Agency. Mr. Pulaski joined a highly dedicated team of knowledgeable professional engineers many of whom were also Manhattan College School of Engineering graduates. While working at the US Environmental Protection Agency on projects involving computer modeling of natural water systems and construction of wastewater treatment plants, Mr. Pulaski attended Saint John’s University Law School at night. Mr. Pulaski successfully earned his juris doctor degree, and went on to practice law for the NYPD and privately for 30 years.
Phil Pulaski began his career as a police officer assigned to the 77th Precinct in Bedford Stuyvesant, Brooklyn, and rose through the ranks to become the NYPD’s Chief of Detectives. During the October 2001 anthrax attack on New York City, Phil Pulaski served as personal advisor to Police Commissioner Bernard Kerik regarding chemical, biological, radiological, and nuclear (CBRN) weapons issues, and implemented numerous CBRN weapon related programs. He is currently pursuing a master of laws (LLM) advanced law degree at Touro Law School in Suffolk, New York.
