A professor of law at the University of Maryland since 1974, Michael A. Millemann holds a bachelor of arts in political science from Dartmouth College and a juris doctor from the Georgetown Law Center. After his first year of law school, Michael A. Millemann accepted a summer internship performing research work on school desegregation for civil rights groups in Louisiana. This experience precipitated an extensive career in public interest law and legal activism as a litigator, educator, lobbyist, and advocate for the marginalized and disenfranchised.

Over the course of his career, Michael A. Millemann has played an integral part in multiple notable cases including the overturning of state laws that had required 16 and 17 year olds to face trail as adults and allowed indefinite involuntary institutionalization of individuals with mental health issues without a hearing. He also created or helped to create a number of influential public-interest law programs, including the Maryland Volunteer Lawyers Service and the Prisoner Assistance Project.
