The former president and chief executive officer of United Local Credit Union, Jill Bechard was responsible for overhauling the $100-million financial institution in areas that included governance, policy, and marketing strategy. Over her decade of leadership with the Fresno, California-based credit union, Jill Bechard maintained exceptional financial performance ratios, including a 17-percent capital ratio and a 95-percent loan/deposit ratio. Ms. Bechard also instituted a new human resources hierarchy with promotional opportunities at all levels and a new budget process with an accuracy rate of 99 percent.
