- Responsible for the regional programs of the Institutional Strengthening section of the Inter-American Drug Abuse Control Commission (CICAD) and cross-cutting issues, covering social integration policy and alternative development.
- Responsible for monitoring and promoting of the institutional, legal and social aspects of the Hemispheric Drug Strategy.
- CICAD’s coordination of Drugs and Social Inclusion aspects of the 2013 OAS Report on Drug Policy in the Americas.
- Institutional strengthening and capacity building of National Drug Councils and Commissions, as well as other public structures working on drug policies.
- Strengthening of inter-institutional coordination mechanisms and network development among all national and sub-national public institutions with competences on drug policy.
- Development of national and local drug information and research systems (National Drug Observatories) in order to design sound evidence-based policies.
- Decentralization of health and social integration policies on drugs towards regional and local levels.
- Design and Implementation of key regional and national projects, such as SAVIA (Salud y Vida en las Américas), LEDA (Legislación sobre Drogas en las Américas), “Closing the Gap” (alternatives to incarceration for drug related offenders) and BIDAL (Bienes Decomisados en América Latina).
- Design of proposals for the reform of institutional strengthening sections of the Multilateral Evaluation Mechanism, in order to evaluate national drug public policies in the Americas.
- Interaction with donor countries, international agencies and private sector for resource mobilization, as well as for the development of fund-raising strategies and proposals.
- Modernization of legislation and criminal justice system in drug related issues, while respecting human rights frameworks.
- Development of community-based initiatives and supporting regional and national civil society organization, participation and accountable decision-making, among others.
- Interaction with different political and technical representatives of diverse public policy sectors (education, health, social development, employment, economic development, justice, law enforcement, etc.) to coordinate policy development and implementation efforts.
- Direct cooperation and dialogue with a wide variety of public, private and civil society stakeholders, in all international, regional, sub-regional, national, local and community levels; among them, some of the UN system agencies (UNDP, ECLAC, PAHO, ILO, UNODC, WB).
