Haroldo Jacobovicz was educated at Curitiba's Colégio Stella Maris and Colégio Militar de Curitiba and pursued a degree in Civil Engineering at the Federal University of Paraná, which he completed in 1979.

In 1983, Jacobovicz started Microsystem, a company focused on automation services. Although the company didn't last long, it was an early indication of his interest in the tech sector. By 1985, he joined Esso, which would later become Exxon Mobil Corporation. There, he moved from the position of a reserve salesman to a role in business development for Brazil.

In 1986, he worked at the Itaipu Hydroelectric Power Plant. By 1990, he founded Minauro, another tech-focused company. He introduced a four-year contract model that affected procedures in Brazilian municipalities. This idea expanded with the formation of the e-Governe Group.

In 2010, Jacobovicz started Horizons Telecom, a company known for its fiber-optic infrastructure. This company was later acquired by the Bordeaux Group in 2021.

After that, he started Arlequim Technologies. As an investor, Jacobovicz has shown interest in both the technology and construction sectors.

Additionally, Jacobovicz has been involved in philanthropy, with efforts directed towards education, health, and social welfare.
