A lawyer, mediator and legal advisor with nearly three decades of legal experience, Harold Dampier, Jr., holds the title of senior strategic advisor of USAID justice matters activity in Kosovo implemented by the National Center for State Courts (NCSC). Based in Pristina, Kosovo, Harold Dampier, Jr., focuses in this position advising counterparts providing targeted technical support to the Free Legal Aid Agency (FLAA), whose mission is furnishing free legal advice and resources to individuals in Kosovo.
In this role, Harold Dampier, Jr., strives to improve the legal aid's overall effectiveness through multiple channels. He assists in strategically advising on the building of institutional capacity, redesigning legal aid coordinating mechanisms, and bolstering accreditation mechanisms used by legal aid providers.
Prior to assuming this position in 2018, Harold Dampier, Jr., worked from 2015 to 2017 as chief of party for the NCSC’s USAID Bangladesh Justice for All Program. His responsibilities there included managing an $8 million program to improve legal literacy, government-funded legal aid systems, and governance of the judiciary among marginalized groups in Bangladesh.
